National Rules Committee
The
objective of the National Rules Committee is to assist the Bowls
Australia Board in discharging its responsibilities with respect to
overseeing all aspects of the Laws of the Game of Bowls in Austtralia
and internationally, and the accreditation and re-accreditation of
umpires functions.
The National Rules Committee is appointed by the Bowls Australia Board
from nominations received from State and Territory Associations and
shall consist of up to six members (3 male and 3 female).

Levels of Accreditation
Bowls provides for five levels of achievement - Level 1, 2 and 3, Measurer and Law Umpire.
Level 1
The Level 1 accreditation allows for bowlers to officiate at the club and local level. To be a Level 1 Umpire, a person must have a sound knowledge of the
Laws of the Game of Bowls in Australia and have a steady hand to be
able to use all approved measuring equipment in determining shot when
called upon to decide a close measure.

Measurer
A person who does not wish to become a Level 1 umpire but has the
practical skills necessary to carry out the measuring functions
required of an umpire may be accredited as a measurer.
Law Umpire
A person who does not wish to become a Level 1 umpire but is able to
demonstrate a thorough knowledge of the Laws of the Game of Bowls in
Australia may be accredited as a Law Umpire.

Level 2
The Level 2 accreditation allows for bowlers to officiate at State and National level. To be a Level 2 umpire, a person must be well versed in the Laws of the
Game of Bowls in Australia and be able to use all the approved
equipment in determinging shot when called upon to do so. A Level 2 umpire will be able to officiate at a higher standard of competition than a Level 1 umpire.

Level 3
The Level 3 accreditation allows for bowlers to officiate at the International level. In addition to being highly skiiled in the Laws of the Game of Bowls in
Australia, a Level 3 umpire must have sound knowledge of the
international Laws of the Game. A Level 3 umpire will be qualified to officiate at international events including the Commonwealth Games.
